DC Conference: PM says election manifesto, July Charter to be implemented in phases
Prime Minister Tarique Rahman on Sunday said the government will implement the election manifesto and the July Charter in phases, adding that efforts are underway to build a just and equitable state.
He made the remarks while inaugurating the Deputy Commissioners’ (DC) Conference-2026 at the Osmani Memorial Auditorium in Dhaka around 11:30am.
The prime minister noted that poverty and unemployment have risen and claimed that national institutions have been “weakened,” but stressed that the government is working to address these challenges without adding to public hardship.
He also urged deputy commissioners to monitor electricity use in markets and shopping centres after 7pm, calling for greater caution in energy consumption.
The premier instructed DCs to remain ready to serve in any part of the country when required.
He further said that every role in public administration carries significant responsibility, adding, “The government is not permanent, just as no position in public administration is permanent.”
Earlier, the prime minister formally opened the four-day DC Conference-2026 at the Osmani Memorial Auditorium in Dhaka.
The annual conference is held to discuss, guide, and decide on proposals related to government policies, development programmes, and public administration. On Saturday, Cabinet Secretary Md Nasimul Gani outlined the conference details at a press briefing at the Secretariat.
He said 1,729 proposals were submitted from the field administration ahead of the conference, of which 498 were included in the working paper after review. The highest number—44 proposals—relates to the healthcare sector.
A total of 34 working sessions are scheduled during the conference.
According to Cabinet Division sources, divisional commissioners and DCs will also hold courtesy meetings and exchange views with the President, the Speaker of the National Assembly, and the Chief Justice to receive guidance on field-level administration.
Separate sessions will also be held with the Chief Election Commissioner and other election commissioners, as well as with the Anti-Corruption Commission.
