Consensus Commission submits proposals for establishing bicameral parliament
Political parties are divided over the process for establishing the parliament's upper house.

All political parties on Monday reached a consensus on the formation of an upper house of parliament, but remained divided over the procedures for its establishment.
Earlier, on the 13th day of the second round of talks on state reform, the National Consensus Commission presented two alternative proposals on the matter.
According to the Commission, members of the upper house could either be elected through a system of proportional representation or by direct vote of the people.
