Auxiliary Police Force: What It Is and How It Operates

In response to rising crime rates, the Dhaka Metropolitan Police (DMP) has deployed hundreds of security personnel across residential areas, shopping malls, and markets in the capital under the newly introduced "Auxiliary Police Force."

Initially, the DMP recruited 500 security personnel for this initiative, with the possibility of expanding the force based on the effectiveness of the initial deployment.

Speaking to Dhaka Tribune on Monday evening, SN Nazrul Islam, Additional Commissioner (Crime and Operations) of the DMP, stated: "Security personnel working in residential areas, markets, and shopping malls are being empowered. We are granting key individuals within these security teams the authority of the Auxiliary Police Force, allowing them to assist local police in combating crime."

As an example, he cited residential areas such as Gulshan Society, Banani Society, Mohanogor Society, and Bashundhara Society, where security arrangements already exist. The DMP is appointing the heads of these security teams as members of the Auxiliary Police Force.

"Currently, security personnel do not have the authority to detain individuals. However, once empowered, they will be able to detain suspects and immediately inform the nearest police officers. This applies to security personnel in shopping malls and markets as well," added SN Nazrul Islam.

When questioned about compensation, he clarified: "We are not providing them with salaries or training; we are simply granting them authority."

Earlier on Saturday, DMP Commissioner SM Sazzat Ali noted that this initiative was introduced to enhance security during Ramadan and the Eid shopping period, as many shopping centers will remain open late into the night.

Legal Framework

The establishment of the Auxiliary Police Force is based on Section 10 of the Dhaka Metropolitan Police Ordinance, 1976.

Under the ordinance, specifically the section concerning the Constitution and Organization of the Dhaka Metropolitan Police, the police commissioner has the authority to appoint auxiliary forces when additional law enforcement support is required.

According to Subsection (2)(b) of Section 10, once appointed, auxiliary force members are granted the same powers, immunities, duties, and authority as regular police officers. They also receive the same legal protection.

The provision further states: "If anyone obstructs an auxiliary member from performing their duties or attacks them, legal action will be taken against the perpetrator."

While auxiliary police members will have the authority to make arrests, they must hand over detainees to the nearest police station or patrol team for further investigation and legal proceedings.

Unlike regular police officers, auxiliary members will not wear standard police uniforms but will be issued armbands labeled "Auxiliary Police Force" for identification.

Although many have welcomed this initiative, critics emphasize the need for thorough background checks to prevent potential misuse of authority within the Auxiliary Police Force.
