Saudi Arabia Launches All-Inclusive Hajj Package for 2027

Hajj agencies serving international pilgrims will be able to arrange accommodation, transportation, meals and services at the holy sites under a single contract for the 2027 Hajj season, following the introduction of an all-inclusive package by Saudi Arabia’s Ministry of Hajj and Umrah.

The new package replaces separate agreements with individual service providers. Pilgrims’ affairs offices and overseas Hajj agencies can submit a single electronic request covering essential services from pilgrims’ arrival in Saudi Arabia through their departure.

According to the ministry, the new system is designed to simplify procedures, enhance transparency and provide clearer contractual arrangements among Hajj agencies, pilgrims’ affairs offices and service providers.

The package covers four main areas: services at the holy sites, accommodation in Makkah and Madinah, transportation and meals. Agencies may also add optional services to customize packages for different groups of pilgrims.

Under the previous system, organizers were required to sign separate agreements with individual service providers. The new model consolidates these arrangements into one request covering the pilgrims’ entire journey, allowing all parties to clearly understand the services included and how they will be delivered.

The initiative forms part of Saudi Arabia’s early preparations for the 2027 Hajj season and supports the objectives of Vision 2030 and its Pilgrim Experience Program.

The system builds on Nusuk Masar, a digital platform launched in June 2024 to connect pilgrims, staff, service providers and pilgrims’ affairs offices. The platform enables providers to develop flexible packages and complete contracts digitally, bringing procedures previously handled through multiple channels into a unified system.

International pilgrims account for the overwhelming majority of Hajj participants. According to Saudi Arabia’s General Authority for Statistics, 1,546,655 of the 1,707,301 pilgrims during the most recent Hajj season came from outside the Kingdom, while 160,646 were domestic pilgrims.

The Pilgrim Experience Program aims to increase Saudi Arabia’s capacity to receive 30 million Umrah pilgrims by 2030 and raise pilgrim satisfaction to 90 percent. Improving the pilgrimage experience before arrival and throughout pilgrims’ stay remains a key priority under the programme.

Earlier, the ministry announced the Umrah calendar and opened agent qualification and final contracting services through Nusuk Masar. Hajj arrangements are typically announced in stages, beginning with contracting requirements and followed by operational details for services at the holy sites closer to the pilgrimage season.
