Include ‘July Declaration’ in the constitution by August 5

The National Citizen Party (NCP) has demanded that the "July Declaration" be incorporated into the constitution by August 5, warning of a mass rally in Dhaka if the deadline is not met.

“The charter and declaration must be formally announced by August 5. If not, we will mobilise students and the public for a mass rally in Dhaka to press home our demands,” said NCP Convener Nahid Islam while addressing a rally organised by the party’s Sherpur district unit at Raghunath Bazar in Sherpur town on Saturday.

Nahid said the July Declaration aims to bring about fundamental reforms and meaningful changes to the state's structure. “It’s been almost a year, yet the interim government has failed to act on the July Charter. Now we hear it might be announced in a few days—but without fundamental reforms, it will fall short,” he said.

He reiterated the party’s demands for structural changes, including the formation of an upper house of parliament and the introduction of proportional representation in elections, as part of dismantling what he termed an authoritarian system.

Nahid also criticised ongoing border tensions, accusing India of “misleading the people” through repeated push-ins. “We’ve told the Indian government: no killings or forced pushbacks will be tolerated. If anyone is to be pushed in, let it be the Awami League criminals. Push in Sheikh Hasina—we will bring them to justice,” he said.

Senior NCP leaders, including joint member secretary Tasnim Zara, Nahida Sarwar Nibha, and chief coordinator Nasiruddin Patwari, were present at the event.

Earlier in the day, the delegation travelled from Netrakona to Sherpur by road, visiting families of those killed or injured during the July Uprising to express solidarity. The leaders later departed for Jamalpur in the evening.
