Panel proposes separating education and health sectors from cadre services

The Public Administration Reform Commission plans to recommend separating the education and health cadres from the Bangladesh Civil Service (BCS). The commission supports establishing independent commissions for these sectors, similar to the Judicial Service Commission.
During a meeting with journalists at the public administration ministry on Tuesday, Abdul Muyeed Chowdhury, head of the reform commission, and Md Mokhlesur Rahman, member secretary and senior secretary of the public administration ministry, shared this proposal.
Explaining the rationale, Abdul Muyeed Chowdhury said, “Including the education cadre in the current structure is illogical. Education and health are distinct fields and should not be part of the cadre service. For instance, consider an ophthalmologist, a dentist, and a general physician. Are they promoted simultaneously? No, they are not. This demonstrates why these fields cannot be included in the cadre service.”
He further added, “It was unreasonable to group these sectors within the cadre system. They should be separated as specialized departments with appropriate salary adjustments. All other departments can remain within the cadre service, but for education and health, this approach is not viable. This is our recommendation, which will be followed by further discussions.”
Md Mokhlesur Rahman echoed this sentiment, stating, “The Judicial Service Commission was separated from the Public Service Commission. Similarly, we propose creating separate commissions for health and education.”
